..Why do you need a professionally developed website?
  Are you running a business or is this a website for a hobby, or some other non-professional pursuit?
So, you have a business.
You need a website because it's part of your business's overall presence.
Since it's now assumed that you have a site, there are expectations to meet, depending on your business type.
..What can I expect my website to do for my business?
At the very least, your website puts your business on the online 'map'. You should expect it to do more, however. It will reinforce your brand, inform clients/customers of new thoughts in your industry, a special event that only you host,... You can also replace a lot of paper, as in applications, registrations, questionaires,. I could go on and on..
..Do I also need a blog?
A blog serves a few purposes;
If (that's a BIG "if")  you update it regularly, 2 - 3 times a week, google will love you because it sees your site as active, and therefore, more worthwhile.
If you've got something to say that will inform or entertain or otherwise engage your visitors,...
then, it's a very good idea. If not, then not. Decide what's important to your business, and what you can reasonably handle on a regular basis.
..What the elements that I need to include in my website?
The main thing your website must do is tell your story and do it in a way that sngages your visitor to stay and find out more about your company.
The elements include pages, images, both photographic and graphic (logos, etc.) videos and more.

..Planning: What do I need to know/do to prpepare
Planning starts with purpose.
Everything about your website, from it's design to it's tone, to what is included is determined by your goal for it.
I have prepared some 'getting started' and other downloads to help pave the way.

..Timeframe: How long will this take? 
How long do you have - what's the main purpose of your site - who's it for - do you have content ready?
These are among the variables determining the amount of time a typical web site development project. Generally, it goes like this; a questionaire you fill out to give you an idea of the process and me an idea of the direction to take things. We meet and go over - everything. Once we're on the 'same page'
.. Pricing
Well, it depends. –– Don't you hate that?
Actually, it's true. However, there are some general guidelines
based  on the complexity of the site, number of images, animations, video, etc. and the overall amount of time.

..Collaboration
It's your business. You know what you're doing, for whom and why. A collaborative relationship with your web designer (and photographer, vieographer, writer,...) is so nice. It's the difference between  a good sxperience and strong outcome, and, shall we say,.. not.
